Clouds
We'll begin this tutorial, by creating a new canvas with the size of your choice. Hit the "D" key and then the "X" key on your keyboard, to start with the default foreground and background colors. Now go to the main menu and select "Filter", "Render" and lastly, "Different Clouds".
Next step you will need to go to the main menu once again and click on, "Select" then "Color Range". Use the below settings, then click OK.
Now hit the "Delete" key on your keyboard to eliminate the unwanted colors. Hit "Ctrl" + "D" to deselect.

I created a new layer, placed it below the clouds layer and filled it with blue, for the obvious reasons.
  Now click on the cloud layer, right click on the layer and select "Blending Options". Now click on "Color Overlay".

Click OK and your done
