In this Adobe Photoshop tutorial you will see how to make a cool white glowing text effect in just a few steps.

1.
Start with a blue background layer, then make a new empty layer for our effect.

Type in the text you want to add this effect to.

Now go to image -> rotate canvas -> 90 degrees CW

Go to filters -> stylize -> wind and give it a wind effect as shown below.

Do this wind effect one more time but this time from the left to right.

5.
rotate the image back into place and give it the wind effect one more time for both right and left.

Double click the text layer in the layers panel to get to the layers styles panel and give it settings as shown below.

Now you are done, to make the line beneath the text as I did, just draw in a straight line and add the same wind effect to it as in the previous steps, then give it a gaussian blur from the filters dropdown menu.
