[1]- First open a new blank document any size,
here I have used document size 420x420 pixel and 96 resolution.

[2]- Type any words with the help of Text tool. As shown below

[3]- Right click on this layer now select the Rasterize Layer. As shown below

[4]- Create a new layer from the Layer window

[5]- Now go to Select menu>Modify> Contract
here select Contract by 6 pixels

[6]- Now your text will look like this.

[7]- Fill the any nice color
here I have used color #EEB4C0 and deselect

 

[8]- Now go to Filter menu>Blur>Gaussian Blur.
And apply the following settings

[9]-Now your text will look like this.

[10]- Go to Filter>Texture>Stained Glass
and apply the following settings

[11]- Now once again go to Filter>Pixelate>Color Halftone , Max,Reduce pixel=10

[12]- Now here go to Filter>Sketch>NotePaper
and apply the following settings

[13]- Select The layer1 and double click on this layer
here select the Bevel and Emboss from the Layer style
and apply the following settings

[14]- Now your text will look like this.

[15]- Create a new layer2 and now create new image
with the help of Rectangular marquee tool
after that fill the any nice color. As shown below

[16]- Here go to Filter>Distort>Polar Coordinates
and apply the following settings

[17]- Now once again go to Filter>Stylize>Wind
and apply the following settings

[18]- Ctrl+Click on this layer2 now right click and select the Stroke
here select width=2pix, Black color . As shown below

[19]-Go to Filter>Blur>Radial Blur
and apply the following settings

[20]- Now your image will look like this.
After that press Ctrl+J and round it help by Transform selection [ Ctrl+T ]
