step 1
1. This is the original image, with the little people selected with Select-Color Range. Not shown is the Paper layer, which is above this layer, filled white, with the visibility off.

The visibility of the Paper layer is turned back on. It is merely a backdrop at this point, to make the "drawings" more visible, and to generally make this easier on the eye.
On the new "Little People" layer, choose a grey 2 pixel brush, with noise and shape dynamics (available in PS 7). The first time I did this, I did this with a black 1 pixel brush with noise and shape dynamics - that is because I was not planning to have this have a "pencil" look. I edited it afterward by using Color/Contrast and blurring. But using the gray 2 pixel will save time.

Continue filling in the people with the brush. Only, try not to go back and forth too much. Imagine how a child would draw it: for example, make the strokes of the head be swirly and circular. Also, make most pencil strokes contained withing the shape - do not attempt to go outside the lines too much, or make any edges too straight. If you do, that is ok, but more corrections would have to be done later than otherwise.

The little people are still selected. Turn off the visibility of the Paper and Little People layers. Then to get the positioning of the reflecions correctly, flip the little people ONE BY ONE, or the reflections will not match up correctly. There are two ways to flip the little people - a) select the lasso, and while pressing Alt, select the people you are not going to move and then Transform-FlipVertical and move to position, or merely select the part that you are going to flip and then Transform-FlipVertical. It doesn't matter which way you use, because the background is merely for positioning, but it's easier to position the reflections with the firs method.

Select Color Range again. Still white. Turn on the visiblity of (or make fully opaque) the Paper and Little People layers again, and make a Reflections and Ice level. Draw the reflections, only make the strokes go back and forth this time, and make them fade out toward the bottom. Then, deselect and make the ice line. This is what it looks like at the end of this step.
