Make a New Document

Create a 700x300 file, fill background with white color, create a new layer





Type the Text

Type in text , with light color that will have great contrast with background. (here we have this layer named NeoEnvision)





Duplicate the layer

Duplicate the layer NeoEnvision, now we have a new layer named "NeoEnvision Copy", Rasterize this layer, drag it to below the layer NeoEnvision.



Apply filter-Add Noise

Apply filter---> Noise ----> Add Noice to "NeoEnvision Copy". Amount 60%, Distribution: Uniform , check Monochromatic.

Apply filter---> Blur ---> Radial blur , amount 100, method: zoom, quality Draft



Apply filter-Radial Blur

Apply filter---> Blur ---> Radial blur , amount 100, method: zoom, quality Good





Dubplicate

dubplicate "NeoEnvision Copy" layer. Merge "NeoEnvision Copy" and "NeoEnvision Copy Copy".



Check Colorize

Ctrl+U, Check Colorize, Hue: 360, Saturation: 100, Lightness, -27





Duplicate Again

Duplicate "NeoEnvision Copy", CTRL+U, Hue:+55, Saturation 0, Lightness: 0





Blending Mode

Set blending mode of this layer to Overlay. Merge the two layers.





Delete the Text Layer

delete the text layer, and duplicate the NeoEnvision Copy layer 3 times. transform each layer to something like this





Merge layers

Merge all 3 layers. Apply filter---> Distort --> Twirl, angle: 105 degrees.





Add Some Decorations

Play around with contrast, hue and saturation, and add decorations
