1. Create a new Square document. Making a square document is very important even if you don't intend to used the final product in a non square document. Create a new layer

2. Go to Filter>Sketch> Halftone Pattern. Pick a large size. Make contrast max (50) and Pattern Type to line.

3. Go Image> Rotate Canvas> 90 CW. Take the crop tool and make a square crop by dragging out and holding shift.

4. Go to filter > distort> polar coordinates. Rectangular to Polar.

5. I then like to create a layer of a solid color above. I set the solid color to blending mode Lighten. Then I take down the opacity to give some more affects. You can also use overlay as well and just bring down the opacity of the burst of rays.

6. Apply a mask to the burst of rays. Take the elliptical marquee and make a selection. Go to Select>feather>20px. Go to Select>inverse and fill the selection with black.
