Right, heres what we are gonna do:

This should work for any eyes, but to get max effect, load up a big picture of your eye
You can use your own eye or use mine:
ImageRight, so, load up the pic.
The eye itself seems a bit too sharp [ If you wan't you can skip this part ]
1) Ctrl+J on the Background layer, so we get a copy of the original
2) Use Gaussian Blurr [ Filters > Blur > Gaussian Blur ] Use: 0,5
3) Mask the new layer

Right, now we'l change the colour of the eye.
4) Layer > New Fill Layer > Solid Color
Use: #94eaff for the color.
5) Now make a mask for the new layer
6) Mask so that only, the eye part of the image takes effect.

7) Set the blending mode to "Hue"

My Product so far:
ImageMore pimping of the eye.
9) Layer > New Adjustment Layer > Color Balance >
Set only for Midtones.
"-85, +6, +54"
Image10) Mask it so that the eye part takes only effect.
Only this time, make sure the "pupil" or w/e the dark area of the eye is called,
takes no effect.

11) Layer > New Adjustment Layer > Photo Filter > "Cooling Filter (82)"
12) Mask it that only this time only the eye takes effect, only this time.
brush a little over the eye on the white part of the eye, so it will later
give a effect that it glows a bit.

My Product so far and help to Step 12:

13) Layer > New Adjustment Layer > Levels > [For my image] "0, 0,37, 255"
No masking needed this time

Now to lose some colour.
14) Layer > New Adjustment Layer > Hue/Saturation > [For my image] "+8, -75, -4"
Check the "Colorize" -button
Help for Step 14:

My Product so far:
ImageAllmost ready with the actual image.
Time to lighten up the eye.
15) Make a new layer, brush the eye part with white.
Help for step 15:
Image16) Set the blending mode to "Overlay" of this new layer.

17) Repeat steps 15-16 two more times, so you have in total 3 layers of white.

The Image part is done, now if you want you can do frames, frames tho
aren't explained in this tut, its prety self explanatory
18) Image > Canvas Size > In pixels canvas from 516width 235height
to 536width and 255height.
