This tutorial is actually quite easy and short, which doesn't necessarily mean it's bad. In fact, it means the complete opposite. I took this shot while I was in Prague. 'Oh, wouldn't it look wondeful at night?' the wife says. Now, I had two options; stand around for 6 hours in sub arctic temperatures missing valuable drinking time, or photoshop it. Guess which I chose? Yep, I stood around for 6 hours. You don't know my wife. Anyway, here's what you do:

Adobe Photoshop 6 or higher
target result:

step 1
Open up your image in photoshop :

Make a new layer by hitting CRTL+J:

Go Image->Adjustments->Shadow/Highlights. Play around with the settings.

Hit CRTL+M to bring up the Curves screen:

You can see that the green railing is a bit too, well green. Hit CRTL+U to open the Hue/Saturation box. Get green from the drop down list and lower the saturation and lightness:

Do the same with the blue:

Select the bottom layer and desaturate the blue in just the same way. Now the cool part. Select the History Brush (Y). Give it a low Opacity and 'paint' the lights. This is kind of like an eraser, only it erases just the things we have done.

One last thing we need to do is go back to the bottom layer and change the foreground color to a yellowish hew.

Now just take the brush tool and with a low Opacity, color in the lights.
