Create a rectangular selection using rectangular marquee tool.
Press Q to enable quick mask. From "Filter" menu select "Brush Strokes >>Spatter". Apply settings as shown.
Press Q to disable quick mask. Create a new layer and fill it with white color.
Create two rounded rectangle using rounded rectangle shape tool. Ctrl+Click the rounded rectangle layer to get the selection. Select the white layer and press delete. Repeat the same steps and delete the second rounded rectangle selection too.
Hide both the rounded rectangle layers. Select the white layer. Double click the layer to open layer style window. Apply settings as shown.
Create some more rectangles with distorted edges as we done before. Apply same layer style.
Select brush tool. Using some irregular brush settings apply black & white colors to give it an old look.
Using a 2 pixels solid brush tool create some wires as shown in the image below.
Double click the layer to open layer style window. Apply settings as shown.
Create a circle using elliptical shape tool.
Double click the layer to open layer style window. Apply settings as shown.
Create some more circles in decreasing order. Apply previously applied layer styles.
Create a rectangle using rectangular shape tool. Apply layer style we used for rounded frame. Create another rectangle using rectangular shape tool. fill it with black color. This will create a button. Similarly create more buttons.
Create some circles for the nut bolt using elliptical shape tool. Enable "subtract from shape area" at the top bar. Using line tool subtract it from middle as shown in the image below. Apply previously applied layer style.
Add other details using basic tools and apply same layer styles as we used above.
Type link names and field area to populate the header.
