are you using illustrator and actually using the bezier tool or are you just going into photoshop and using a filter?

Vector Art: An image that can be described mathematically as a series of coordinates, lines and shapes. EPS is an example of a vector format. Vector artwork may include text, graphs or illustrations.
As most of the artwork produced in photoshop is rasterized from the start then most of it cannot be considered vector art. People tend to use the word vector to discribe artwork that resembles the type of illustrative art that is produced with vector programs such as Adobe Illustrator or Corel Draw. So, as it is not true vector art to start with then anything goes. Last time I checked.

Using the cutout and blur filters dont count as vector art work last time i checked.

Use the blur and smudge tools to clean up the hard lines and blend the skintones. You can also use the burn tool for shadows and the dodge tool for highlighted areas. Use the smudge tool set to 1 or 2 pixels to make fine strands of hair, just pull the colour out of the hair thats already there, same for the eyebrows and eyelashes.This type of picture take a while to do so just take your time, do a bit at a time.

You need to work on the eyes, they are the first thing that gets noticed. There are tools you can use to get the iris' round.
