You can do a zoom blur under Filter/Blur/ Radial Blur then just select Zoom instead of radial or whatever circular blur is there

nice it seems to kinda move... or rush out toward you... into your eyes... making you blind...:P, its a shame that even the lastest versions of photoshop can't do a nice zoom blur..oh that kills me
