... or the lights, define the glow area with the "polygon lasso tool" apply gradient of the light, then, and this is key, merge your layers and apply the dodge tool at about 27%, with "highlights" ticked...rub over highlights in your layer to intensify the "glowing light effect" ...hope this helps you...

rbrice ... ithere is really no way to do a single tutorial on something like this, there would be one on the lights, the building, the sky, underpainting etc... because I am doing all of these things at the same time, more or less, there is no
"secret" or tutorial for a quick way to do a thing like this... it is just a mix of a ton of things I have learned in PS all put togther, I wish I could just say..."do this and do that and presto"... you have something that looks like this!
I can say that you MUST be PATIENT when doing your work, I see a lot of ability on this site but I also see that almost all of it is "rushed"...you have to take your time and you will see improvments in your work!
I hope this makes a bit of sence to you...
